I am selling a Adidas jacket and i have it as buy it now for $64.50 someone sent a offer for $100.00 and the person is located in China with 0 feedback and i specifically put down that I don't do international shipping. Is this a scam?

Sounds like the beginning of a scam.
They'll probably try to get you to contact them off Ebay and try to get you to give them your Pay Pal email so they can send a fake email saying you have been paid.

Don't you have no international shipping checked on all your listings? If so you shouldn't even be getting any offers from anyone outside the USA. They should be blocked.

If this just was in the form of a message in your eBay message folder, it was not an offer. I suppose you could tell them "sure, I just raised the BIN price to $100 just for you".......

The scammer sounds like a "newbie". Should have offered you $250.

The only time a buyer will make an offer for more than your item price is when they intend to steal that item.

As a rule, i’m not a fan of blocking buyers (except in case of truly egregious behavior). But this one i would put on the Blocked Buyer/bidder list in a minute.
This sounds like the early stages of the Gift Card scam. They will try to lure a seller into buying some gift cards by overpaying for the item. The gullible seller buys the cards not realizing that no funds were deposited in PayPal. And that a fake message was sent saying the funds were deposited and its time to ship.

It's probably a scam, but I do know some buyers will offer a bit more than the BIN to tempt the seller to ship international..Buyers have done it with me when they really wanted the item..
However, always treat this kind of behavior as a scam.
