I ran a test using very basic search criteria in the model train category. Applicable items showed up on the average 8-12 listings into the page, with some of the higher listings of very dubious applicability. The same search on sold items almost always showed up applicable items.
It appears that the promoted listings program is overriding the customer's desire and wasting the customer's time.

Promoted listings are to eBay what end caps are to the grocery store. Smart buyers purposely walk right past them to get what they came for.

They also waste the seller's money with unneeded extra fees.

Your often better off by skipping searching on Ebay and instead using Google to search Ebay.

Not wise to unnecessarily inconvenience potential buyers.
In general, shoppers don't like a challenge.
The likelihood is most people do not enjoy an abundance of free time.

Promoted may have something to do with that.
A considerable amount though, is probably erroneous info in the item specifics put there by the seller.

I ran similar test, got the same results. The search criteria I used was very specific so lister info overload was not a factor. EBay needs change how they answer search requests or they will keep losing buyers and eventually listers.
