Selling an item- send offer eligible

Hi, what does "Send offer eligible (1)" mean?As well as- promoted listings eligible (1), buy it now (1), not activity, reserve not met (1) mean?

What's the largest percentage you have a listing set to PLS (Promoted Listing Standard)?
