I have 2 questions. First: Can I use regular envelope or box to mail Priority mail or do I have to use Priority mail packaging?
Second: I printed a label on E-bay for 2 pairs of jeans apx 2 pounds and my label came out $2.66. OIsn't that kind of low. I hope that it will get to destination. I didn't send yet.

You can use any envelope or box for Priority Mail. The size limit is a length-plus-girth of 108 inches.
A label for $2.66 is for a First Class package up to 4 ounces. You can't use that for your jeans. You need to Void that label and print a Priority Mail label for the correct weight.
You can Void an eBay postage label up to 5 days after purchase:

Yes, you can use your own packaging and mail via Priority.
You did something wrong. You paid for 2 oz? First Class instead of 2 lbs Priority.
2 pound Priority, purchased through eBay, will range from $7.10 to $10.80 depending on the buyer's location from you.

Yes you can send priority in your own envelope or box.. Yes somehow the 2 pairs of jeans got messed up . Go back and put the right weight in and it should come out right. Best regards

The weight limit for a First Class online label is 15.999 ounces. If you pay at the Post Office, the weight limit is 13 ounces.

Well your 2lb package was too heavy for first class.
