Because you do not use pre printed mailing labels you get penilized my going to post office and get a 49 cent stamp to mail the letter like item. I don't think this is fair.  Ebay can you do something about this.

I sell stamps. 60% of my sales are sent USPS 1st class many with a forever stamp.

How am I penalized?

The way you could be penalized is that you do not send the stamps with a tracking number.  A buyer could claim that they did not receive the item.  Fortunately there are more honest than dishonest buyers out there.  For what you sell, having to refund for a few 'item not received' would probably cost you less than sending each item with tracking, which costs a minimum of $2.66 each.  I think I read recently that ebay would accept a seller marking items like this as shipped without tracking---but you never know about ebay!

My average sale in March was $9.06

I'll spend $.50 to mail an order and take the risk of a customer claiming non delivery, Which happens very rarely. Maybe one time out of 300-400 orders.

I read the horror stories on the boards about buyers claiming non delivery, SNAD, and returns, returns, and more returns.

There are sellers out there in EBAY land that ship 100s of orders and hardly ever have an issue like the problems we read about all the time.

I think I got an email from ebay saying that if you marked your item as shipped by first-class postage, they would accept it as shipped.  It was several months ago, and I really don't remember exactly what they said.  Hopefully someone else here will.  Still, I wouldn't trust anything ebay says because whatever they say never seems to be communicated to their CS people.
