Hello, my account was recently restricted as a result of getting a MC011. This restriction requires me to upload all my tracking information to eBay, however, the only items I sell are virtual video game items which I made sure were allowed by eBay before I started to sell. What do I do? Is eBay usually understanding when it comes to these situations or did I just lose money and items because of this? I haven't found much information on this online which makes me slightly curious of the approach eBay would take to these so I'm wondering if anybody has any information.

Do you own the items?
Were they listed properly?
Does selling such items require eBay approval?

You don't own the digital items you were selling and didn't have the rights to sell them.

Yes, I owned the items and they were listed properly. I already had talked to ebay support about it prior to selling and it was fine with them.

Please refer to the following link which explains selling unauthorized digital items:

Roblox prohibits exchanging any in-game items, assets, or virtual currency for real money or anything of value outside of the platform.
You are allowed to sell items marked as Limited or Limited U but only in the Roblox marketplace.
Roblox TOS
Just because you see others selling these items on eBay it doesn’t make it ok.

Although the description states that they will be delivered digitally, it does not appear that they were in a "digitally delivered" category.

Ebay reps are notoriously wrong and will tell you anything to get off the phone. Ebay rules say that they adhere to whatever rules those games have. So if the game isn't okay with you selling them on eBay then eBay isn't going to be okay with it no matter what a random rep happened to say.

They were certainly not listed properly. You listed them under Electronics > Video Games & Consoles > Video Gamer Merchandise. That is how you list physical merchandise, not digital / electronically delivered goods.
And you do not own the stuff you were trying to sell, either. Read your Roblox TOS: "Roblox prohibits exchanging any in-game items, assets, or virtual currency for real money or anything of value outside of the platform. Any transaction involving real money should be done through the Roblox platform using Robux, the virtual currency on Roblox. Engaging in such activities can lead to the suspension or termination of your account."
Finally, there are all sorts of eBay restrictions on selling digital / electronically-delivered goods, and you violated most of them:
