What is the last estimated date for delivery on those items?
Are they , in fact, late?
What location were the items last noted at?
EBay will usually not allow an INR to be opened until the delivery deadline passes. And even then,usually allows extra time if the tracking shows the item is in transit.
EBay is allowing you until November 13 for delivery.
Your actions as described are incoherent. You seem to say that you have already made full refunds to all three of the buyers, but then say that you have offered a partial refund to one buyer who has not responded.
At this point, eBay is allowing a cooling off period during which the purchases will probably be delivered. You don't have to do anything until then. However, your customers may appreciate a polite note. "I regret that your purchase is late. Tracking shows that it was in ------- on November 6. Please be assured that if you have not received it by November 13, I will send a full refund."
Keep an eye on tracking.
As each item is delivered, put that information into the Dispute and refund. The Dispute will then close and your account will be clean.
If eBay has to refund and come after you for their money, you will get a Defect for each forced refund.
