I've sold my first local pickup item (the item is too large to ship) and have multiple issues. Please help. Buyer and I agreed to price and cash upon pickup. I revised the listing according the Ebay instructions indicating local pickup, cash upon pickup and the agreed to price. Item was always listed as 'local pickup only". He tried to purchase the item and Ebay charged his Paypal account. He then mistakenly cancelled the sale. He emailed me of the mistake. He wanted to make the purchase and his cancellation was in error. I called CS to ask how to proceed. After over an hour on the phone with three different people, they said that he could not make the purchase with cash upon pickup and could only purchase electronically thru Paypal. In point, if I sold the item to the buyer for local pickup only, cash on pickup I would be in violation of Ebay policies. They even went on to say that no buyer is allowed to see the item they are buying before they purchase it and accepting cash upon pickup would violate that policy, thus I had to use Paypal.
I contacted the buyer and he said not to cancel the sale, he was okay using Paypal as an electronic payment for the item. Problem seemed solved. More fees for seller but what can you do. We arranged a pick up time, which will be three days after sale.
Now my sold item now says "You need to ship item." Buyer is traveling from another state to pick up item. In my sold items list, the item is shown properly as "local pickup". I now understand Paypal will hold the funds from the sale for 21 days because I have no tracking number. I'm not happy about that but can live with it.
Everything I have researched on Ebay information pages, contradicts with what CS told me. I can't find the correct way to conclude this transaction following the Ebay requirements, having been blocked from a local pickup only, cash upon pickup sale and forced to use Paypal. I don't want to cancel the sale and ask the buyer to bring cash as I might violate some Ebay policy, not to mention the buyer is already traveling to pickup the item.
Help! What so I do about the shipping issue? Will I be tagged for Iate shipping even though it is a local pickup item? I will get a receipt from buyer upon pickup but my understanding is that is not proof of delivery. Calling CS seems to offer no help.
Thanks in advance for any guidance you might be able to offer. I have learned by lesson and will not be listing any local pickup items in the future.

What if he files an Item Not Received with either eBay or Paypal
and automatically gets refunded when you can't provide that tracking number?

The CS you had the misfortune of getting needs fired for outright lying. Local pickup is one of the few methods where you can overtly accept cash or any other type of payment.
Personally, since you will likely now get dinged for an "off eBay" sale anyway just for your buyer accidentally cancelling, I would say too bad so sad, eBay; and contact the buyer through the email address that was on the original PayPal payment there. eBay could have remained the venue for this, but they threw that out the window when they lied about cash for local pick up.

If it worries you just mark it as shipped!
Orders that are shipped without tracking can't have tracking uploaded too late, can't get a late shipment ding either unless the buyer leaves feedback and if it's shown indicate tha they shipment was received late.
I skimmed youe post so maybe I missed something but it sounds like you got paid so you have the money and the item, now all you need is the buyer to pick up which could be today, tomorrow, next week or never (none of which would make any difference to anyone except you and the buyer.

Yes I have the money, I have the item and yes I now realize that accepting Paypal as payment as Ebay insisted has left me open to future actions by the buyer. However it was the buyer's desire to pay cash on pickup so I am hoping they are a legitimate, honorable buyer, as most buyers are.
The buyers's accidental cancellation request was declined, as per request of buyer. Documented by email from buyer. Overall there is nothing out of order with the sale process other than we were forced to use Paypal and the the consequences of that payment.
If I can simply mark item as shipped, I will do so. The shame is that both buyer and seller were trying to effect purchase through Ebay , following all of the Ebay proceedures. My buyer just wanted to buy thru Ebay and pay cash upon pickup.
Anyone else seconding the "Mark as shipped" suggestion? Please pardon me asking for a little consensus, but I have made some missteps and am trying to avoid any more.

Mark as shipped
will never stop an Item Not Recieved refund
if the buyer desires.
Only online viewable tracking showing delivery will do that.

Send an invoice with local pickup only as the ONLY option, then mark it as paid(if it's not already marked paid).
And yes, the CS people need to be fired for this. And you should try to get ebay to give you your PP fees back.

Yes I am aware that could happen as I have accepted Paypal as payment. When I spoke to CS I even spoke to a supervisor, or someone that identified himself as one. My mistake was allowing the sale to go through with Paypal as the payment method, which all 3 reps insisted was the only legitimate sale through Ebay.
I'm just trying to solve the missing tracking number problem and to find out if I mark the item as shipped. Calling CS again didn't seem like a good idea.
Anyone else advise just marking the item as shipped?
Thank you all for taking the time to read my post and respond.

I'll send the invoice stating local pickup only, marked paid. It will be a courtesy invoice for the buyer and maybe it will help to document the sale. Thanks.

Someone did this as per an older thread; I cannot vouch for it one way or another.
"I use the tracking number "LOCALPICKUP06162013"
Of course, when the buyer picks his item up from you, make sure you have a receipt for them to sign with everything on it, the listing, numbers, his member ID, etc., just to cover the paypal question if you cannot provide proof of delivery.

No.
Neither eBay nor Paypal care if you have a written statement by the buyer
photographic proof.. or anything.
Only tracking showing online delivery confirmation will protect against
an Item Not Received .. loss.
The computer decides these cases.
Odds are no one will look at them.
The INR is opened.
the Bot sends you a claim message telling you to prove Delivery Confirmation.
Either you do (and the Bot verifies it)
or you don't, and the Bot neither reads, nor cares about the extra paragraph you write
offering alternative 'proof'.
Then in a micosecond, your buyer is refunded out of your account.
Read
Paypal's Seller protection policy.

If you offered local pick-up in the listing and that's what the buyer selected when they paid then there is no need to send an invoice. eBay already knows it was a local pick-up order so the MBG no longer applies.
It's a board myth that buyers can win an INR for a local pick-up IF it's done right.

Your biggest problem is that because there is no tracking number, the buyer can lie and claim he never got it, and keep the item and get money back.
because your buyer already has "mistakenly" cancelled the sale, he could easily "mistakenly" file for non receipt and get money back and keep the item
Local picjup on Ebay has a very bad key loophole.
No receipt will cover you

It seems appropriate to cancel this before it turns into a real mess, and sell locally, cash only.
You just have no protection at all with this.

Marking it as shipped will not protect you in any way. They can file for not received, and they will get their money back and get to keep the item.
