Local pickup problems

I've sold my first local pickup item (the item is too large to ship) and have multiple issues.  Please help.  Buyer and I agreed to price and cash upon pickup.  I revised the listing according the Ebay instructions indicating local pickup, cash upon pickup and the agreed to price. Item was always listed as 'local pickup only".  He tried to purchase the item and Ebay charged his Paypal account.  He then mistakenly cancelled the sale.  He emailed me of the mistake.  He wanted to make the purchase and his cancellation was in error.  I called CS to ask how to proceed.  After over an hour on the phone with three different people, they said that he could not make the purchase with cash upon pickup and could only purchase electronically thru Paypal.  In point, if I sold the item to the buyer for local pickup only, cash on pickup I would be in violation of Ebay policies.  They even went on to say that no buyer is allowed to see the item they are buying before they purchase it and accepting cash upon pickup would violate that policy, thus I had to use Paypal.

 

I contacted the buyer and he said not to cancel the sale, he was okay using Paypal as an electronic payment for the item.  Problem seemed solved.  More fees for seller but what can you do.  We arranged a pick up time, which will be three days after sale.

 

Now my sold item now says "You need to ship item."  Buyer is traveling from another state to pick up item.   In my sold items list, the item is shown properly as "local pickup".  I now understand Paypal will hold the funds from the sale for 21 days because I have no tracking number.  I'm not happy about that but can live with it.

 

Everything I have researched on Ebay information pages, contradicts with what CS told me.  I can't find the correct way to conclude this transaction following the Ebay requirements, having been blocked from a local pickup only, cash upon pickup sale and forced to use Paypal.  I don't want to cancel the sale and ask the buyer to bring cash as I might violate some Ebay policy, not to mention the buyer is already traveling to pickup the item.

 

Help!  What so I do about the shipping issue?  Will I be tagged for Iate shipping even though it is a local pickup item?  I will get a receipt from buyer upon pickup but my understanding is that is not proof of delivery.  Calling CS seems to offer no help.  

 

Thanks in advance for any guidance you might be able to offer.  I have learned by lesson and will not be listing any local pickup items in the future.

I think that everyone here has missed the obvious.....OP, the buyer is scamming you, and the second they pick it up that paypal payment will go bye-bye and the buyer will get a freebie.

 

OP, you and the buyer negotiated and the buyer agreed to cash on pickup.  Well, when they bought - ebay does not automatically take the payment out of the buyers account - the buyer paid - AND then cancelled and basically rearranged, with CS help, a paypal payment instead of cash.

 

There is no mistake here, and there really is no problem....the listing is still up, so ebay get's their fees, it is listed as local pickup cash only, so hold them to it.    If I were you, I would refund the buyer's paypal payment, do not cancel the listing so ebay keeps the fees, and then have them bring cash.  And they can not take the boat until they fork over the cash.  They were willing and capable before, they should still be.

 

To be honest, I would only trust cash on the barrelhead and no promises made by ebay employees who are not the ones that will be out the money and item if things go as horribly wrong as I believe they will.

 

And I think that if the buyer has to bring cash - even with the paypal payment refunded, that they will not come and not follow through with the transaction.  This is ebay - home of the Money Back Guarantee.

One thing you could do if you have this person's address would be to ship a small parcel to them. Send it 1st class with tracking and it would only cost you $3 to do. Then you have a tracking number you can upload to eBay. Problem solved.

Send him a candy bar, pack of gum or anything in a small mailer via 1st class with tracking. Then you have a tracking number you can upload just for your own protection.

Buyer picked up item yesterday and has provided an Ebay message confirming receipt.  He was a great buyer and all went smoothly.  

 

I am requesting a refund of the Paypal fees on my sale, as we should not have been forced to use Paypal as method of payment.  

 

Thank you confirming the misinformation provided by CS.  Please issue a credit to my account for the resulting Paypal fess charged on the sale and remove any demerits my selling account may incur as a result the the mishandling of the sale by CS.

I do not want to start all over with CS and try to explain to them the series of events that resulted in my Local Pickup, Cash on Pickup Sale being forced into a Paypal payment.  They didn't understand the sale when I originally contacted them for help and I don't believe they would understand now.

Most states have laws that say a seller can't refuse cash for money owed. It's why some dumb people think its cute to pay something in all pennies.

eBay's customer service wrong. The first rep was wrong and then his wrong judgement was supported by two other fellow countrymen.

With all the issues I think your best bet is to cancel the entire transaction and start over.  This will result in an OOS defect, but it really looks like this person is trying to use paypal to scam you.

 

The only other route I would consider was suggested above.  Refund the transaction in Paypal, NOT eBay.  This gets your paypal fees back.

 

Send the buyer a message that you have refunded the paypal payment and they can either bring cash to purchase the item, or request to cancel the transaction.  If they bring the cash, you are good, and eBay still has it's fees.  If they request to cancel, you can safely cancel the eBay transaction with no defect and get your eBay fees back.

 

Then proceed with a fresh listing, cash only.

 

Do not proceed with turning over the item on the paypal payment. You will have no proof of delivery.
