Had a local buyer make me an offer for something I’m selling that I had “free shipping” included in the listing. They indicated in the notes when they made the offer that they would meet me, at my convenience and thus I wouldn’t be out anything for the shipping. I agreed and accepted their offer.
They paid via PayPal, we met this afternoon and I gave them their item. Easy peasy. They were wonderful people.
What do I do as far as informing eBay that the transaction is concluded-so that I don’t get dinged for not uploading tracking, etc.???
Since this is concluded, I’m sure I could have handled it better, but it otherwise went off without a hitch.

I would mail them a bubble envelope with tracking and a note. I would let them know you sent them it to fulfill your tracking needs. If you don't upload tracking you will get a somewhat minor defect on your account for no tracking uploaded. I have had it happen before. The defect can be appealed with mixed luck
In the future before you accept the offer update your listing with local pickup available so they can select the right option. Saves you from the headache and worry.

I had the same problem. You want to change your listing to "local pickup" before you make the deal with your local buyer so that the option comes up "picked up" comes up on your choices. Since I did not do that, after the deal went through I called Ebay and they said there was nothing they could do and I will get dinged. The agent made a note in my file and said for me to contact them right after the next evaluation in a month, and they would see the note in the file and remove the fault then.

Spending money for a "fake" shipment so you can have tracking is silly and a waste of money UNLESS you are so close to edge in terms of tracking not uploaded metric that you could lose your status because of this one specific situation.
There is wiggle room in the metric for this exact reason and there is plenty of wiggle room for most sellers.

On mine just one tracking defect costs me .35%. To fall below standard I would have to mess up on 10-14 shipments. There is wiggle room, but letting one slip by that is avoidable isn't worth it in my opinion.
