This was asked on .ca discussion board and I thought that I would ask it here too as I have
no idea what the answer is. Thanks in advance.
If a buyer is in the same city and wants local pick up I have been requesting cash on delivery since there is no way to track the item. How would Ebay collect their fees in such a situation? Is cash on delivery still an option under the Managed Payment Plan?

It doesn't matter how you get paid.
If you owe eBay fees or the buyer opens a Money Back Guarantee case
after they pick up their item eBay will take their money from your pending
funds or your bank account.

I wasn't questioning whether or not the item was covered by the MBG, that's a given... but thank you for the information.

So you're saying that once you mark shipped then ebay take the fees?
I wonder what happens if the seller doesn't think to mark the item as shipped. I would assume that if the seller doesn't cancel the sale that eventually ebay will charge their fees anyway?
Btw I'm not asking for myself as I don't do local pickup but I do know that sometimes what may seem the obvious answer to some isn't what is obvious to others.

(If the buyer pays you cash - Yes)
If the buyer pays you electronically with eBay check out they will
already have garbed the fees when the payment was made.
I wonder what happens if the seller doesn't think to mark the item as shipped. I would assume that if the seller doesn't cancel the sale that eventually ebay will charge their fees anyway?

Have they hit you with this yet.
For us there is no more monthly invoicing for fees.

Here in the states, the buyer receives a QR code from eBay that the seller scans or enters manually into a form, upon pick up for Local Pick Up items. This is a newer system. This is the tracking proof that the buyer received the item.

eBay takes the final value fee at the time a buyer commits to the purchase, just like any other sale. If the buyer changes their mind, then you'd have to file a cancellation to get your fees back.

Once the QR code is entered the transaction is marked as delivered. If the seller does not use the eBay app then they can mark the item shipped and get the buyer to sign a copy of the eBay order details to protect themselves against an item not received case.
eBay will charge the seller's account at the time that the order was placed.
The real downside for sellers in Managed Payments who accept cash for a local pickup is that they are now charged the whole category FVF which now also includes payment processing fees, even though that payment processing service was not required, when cash is tendered. This essentially makes local pickup transactions more expensive here on eBay than they were before Managed Payments.

But when the seller is in MP the fvf is not charged until the buyer pays...that's why the question was asked since the buyer in this case wouldn't pay through ebay.
