On November 11th (almost a month ago) we sold a Large Plastic Little Tyle Cozy Coupe Childrens Toy on Ebay with Local Pick-up only. The buyer stated that she understood this, and she paid for the item, and that she lived about 30 mins from where we live and that she'd let us know when she or her husband would pick it up. We've sent multiple messages through the Ebay Message system and have heard nothing from them. How long would be acceptable to wait on them before relisting the item. Have never encountered this issue before. We've even called her telephone number listed under Ebays Contact info after someone purchases something from a buyer.... no answer.... even tried texting to that number as well.... no reply. Suggestions anyone?

I'd probably send one more message saying that if you don't hear back from them by tomorrow (or whatever date you choose) then you'll assume they no longer want this item. Then I'd refund their money and re-list it.
I wouldn't have waited this long, personally, but that's just me. I wouldn't want to be "storing" this thing for these people, especially right around the holidays when you have a good chance of selling it to someone else.

I give buyers 2 weeks which is generous and if they don't make plans to show up I message them saying due to not making arrangements for pick up I will need to cancel this transaction and relist it. I would say cancel the transaction, refund them the money and relist it. They made no effort to reply to you so it's safe to say they probably won't be getting back to you and if they do it will be awhile.

You purchased this Little Tykes Princess Cozy Truck on November 11th, (26 Days ago). If we do not Hear from You soon we will have no choice but to cancel the transaction and re-list it. "Please Respond."

I’d cancel it now and relist. It’s a great item at a bargain price that someone else will happily grab.
You could also try some local ads. It would make a very nice gift under a tree for a little one.

Personally, since you have been paid I would stop contacting this buyer, set the item aside and at some point down the road just relist it.

Good message to send, but I feel like it should include a date, like, if we don't hear from you by December 10th (or earlier). Could be your definition of "soon" may not be theirs, especially given the amount of time that's elapsed already.

Give them 48 hours. If no reply is made cancel, refund, and relist.

I would not delay.
I do believe there is a time limit that determines if your FVF is or is not refunded.
Seem to remember that time limit to be 30 days, after which, the seller is not credited for the FVF.
