The other day, I listed my first item for sale. Finding it more difficult than I thought, I was relieved to find "Live Chat" help. Today, I came back to list another item, and found a whole new layout, and no live chat. Did everything change in a couple days or was the form different because it was my first time? Is Live Chat not generally available?

There are many versions of the eBay listing form, both Quick and Advanced. The Live Chat help option is available only on some versions of the Quick form.

I've been here a long time, but don't recall ever seeing a live chat.
What questions do you have? Hopefully someone here can help you.

If you come back here explaining further the issue, we can help:)
I have never seen any live chat.

Were you actually on ebay.com and not .co.uk or one of the other Ebay domains?
.com doesn't have, and to my knowledge has never had, live chat.

Thank you. I think I got my answer...I guess there are different versions of forms...Quick, advanced, etc. I didnt realize it, but I must have gone at selling two different ways. Now will have to figure out how I did that, and which one to use.

OP, you have more options available to you on the Advanced Form.
The Quick form does not have these options.

I recommend the Advanced version of the listing form. IMHO it's actually easier than the Quick versions because everything is laid out. The options are all there and you can use them or not whichever you prefer (reserve, scheduler, etc.). Furthermore, the Quick versions in order to be quick just reduce the number of choices and often do things that nobody would want, like picking one specific duration for their listing.

The advanced form is much better.
You can actually see what it happening on it.
The 'simple' form should only be used by experienced sellers who know what they are NOT seeing.
Somewhat off topic, but related because it's a new listing experience for me.
I'm in the process of opening an account on AZ, for the first time in about a decade. Boy howdy, eBay is much easier.
For one thing, there was a 48 hour delay before I could list anything after registering, but no notice that there would be. (That was four or five emails.)
Then when I insert the book title, completely random other titles come up - as in NO matching keywords. Narrow it down to Books- and still half the listings I'm supposed to copy are tee-shirts.
I was driven to matching the picture of the cover to my copy.
And the fees! As on eBay I put my price at $9.99.
But on eBay my price includes shipping, and AZ makes that separate and $6.49. So I was about to reduce my prices, until I noticed the selling fees were $4.96!
(Listing on AZ Canada, btw).
And with all that, I appear to be the lowest price+ shipping for my titles about half the time.
I still don't know if my titles will appear on the US site.
AZ really doesn't want small sellers, do they?
