Hello. I am looking for a solution when eBay will not allow you to alter the shipping time on a listing that has watchers/offers/questions. All listings are GTC Buy it Now. What we are experiencing is that we will have items that always have either a question, or offer on them making it so we cannot change the shipping time when an item ships from a different warehouse. Ending listings to revise and relist them is no longer an option as this would require ending and relisting on average 40+ listings, every single day. This is bad for the cx and for us as the listing may not be available to ship in that time or the opposite, we lose cx's due to a longer stated shipping time than it is. We want to be able to give the buyer as up to date information as possible. With our current 19k listings and having this issue, we are concerned with adding the remaining 40k sku's. Has any seller found a reliable way to work through this?

Offers by sellers cause a 4 day block on changes to the listings which have an offer.
Auctions which have a bid cannot be changed.
Watchers do not block changes
Questions do not block changes.

when an item ships from a different warehouse
So you are dropshipping?
Your best bet is to have your supplier(s) supply you with their shipping time as part of the description they give you.
Yet another reason why dropshipping is chancy at best.
If you have the goods in your possession, albeit in various locations, use Calculated Shipping which gives your buyer the exact cost for the chosen service from the location of the goods (NOT your location) to their doorstep.

Items with offers will have periods of time with no offers in the future. Put the items on a things to do list and continuously rework it. Arrange for a backup warehouse to ship the products. Your profit margin may be less or you will have to sell some items at cost to avoid Out of Stock Strikes.

The easiest thing to do is use the 'furthest' warehouse (timing) and state that as your handling time for ALL items. This way, if the item ships from a 'closer' warehouse, the buyer is happily surprised to get it sooner.
I've had 5 business days handling time on my 500+ listings (all BIN/IPR) for 14 years (25000+ customers) but we almost always ship out in 2-3 days and I've never had an issue (if anything, feedback says 'got it fast! (for those that bother reading handling times))

Following @stainlessenginecovers advice is a good idea.
Since you are selling aftermarket accessories, they are unlikely to have the same urgency as service parts and lowering expectations and exceeding them might mean happier customers than if you raised expectations and then barely met or failed to meet them,
I am also a seller with a 5 business days handling time, and usually ship the same or next day. I too get got it fast FB.
