Does anyone know why we can't make new listings? When I try to enter a new listing the page says,

It's been like that since Friday afternoon

Sometimes the servers are just unavilable for some reason.   

I've found sometimes a complete computer shut down and reboot will clean out the issues with the incessant updating and telemetry operations by your software applications.   Sometimes it takes 2 tries.  I would clean out all the cookies and history first, shut down all the way, count to 60,  reboot, and then do it again.  Of course you may lose your settings if you clean out the security but that is your problem, not the updating software companies problem.

Sounds like a glitch to me.

Give it some time, it should get fixed.

I'm having problems with the photos loading again on the drafts. Well, it was never really cleared up. It was addressed last month in the tech community. It's another glitch. 

The message you are getting I've gotten once in a while. I just do it again and it usually takes the second time.

Are you using one of Ebay's gosh awful apps to list?

Reconsider that decision.
