I had someone make me an offer on one of my items and I accepted their offer.
They never paid me for the item.
I want to leave them negative feedback on ebay.
How can I do this?
When I try to open a dispute I can only cancel the order and relist.
I feel the person should receive negative feedback also.
How do I so this?

Of course not, buyers can't receive negative feedback, only positive. And, if you leave them a negative positive, eBay will remove it and give you a slap on the wrist.

You can't leave neg FB for buyers, even ones that don't pay..
How long has it been?
You can cancel, buyer didn't pay and relist..
People in life that are the happiest don't have the most,, they make the most of what they have...

YOu cannot leave negative FB for a buyer...not since 2008. You can no longer open INP cases. You can cancel using the reason "no payment" after 5 days. The "buyer" gets a strike like normal....or so they say.

Even back then, negative feedback on either side was EXTREMELY rare.
