Recently sold an item and buyer did not pay or reply to my emails (8 days). Ended doing a cancellation transacrtion for "did not pay or respond". When I went to do negative feedback, I find no block to check. My verbage was that buyer didn't pay. When I hit leave feedback, my verbage came up but buyer received a positive feedback score. Looked farther and previous seller had same problem. When selling, I don't look at the verbage on the feedback, just the positives. I know ebay doesn't like sellers to leave neg feedback on buyers, but this is wrong. Is anything I can do to change my ++ feedback to neg.

Sellers can't leave negative or neutral feedback.
We can do better.
We can destroy their ability to buy on eBay at all.
Open an Unpaid Item Dispute in the Resolution Centre at the bottom of most pages.
You can do this within 96 hours of the purchase, 48 hours if you are US based.
If the deadbeat doesn't pay up, you get your fees back, he can't leave feedback, and he has a Strike against his buyer account
Most sellers have an automatic Block against bidders with Strikes.
And eBay will first refuse to honour the Money Back Guarantee for buyers who have too many Disputes including UIDs and eventually will close the account of a serial offender.
Who do you think reads buyer feedback?
Not the buyer. He doesn't care.
Not other sellers.
Only about 15% of transactions are Auctions and most of those include a Buy It Now price. With BIN and Fixed Price, the seller doesn't see feedback until after the sale.
Not eBay. EBay does not use FB to assess member accounts.
The only reader is YOUR future buyers.
And how fast will they backbutton when they see you slanging off other buyers?
Open the Unpaid Item Dispute.
Destroy him.

Sellers have not been able to leave neg or neuts on buyers since 2008 or thereabouts.

Sellers have been unable to leave negative or neutral ratings for buyers since May 20, 2008.
You should file unpaid item claims not cancel. This blocks the buyer from leaving feedback and the process can take as little as 6 days, whereas you gave this buyer 8 days before canceling.

You have been on ebay for 20 years, with over a 1,000 sales, and you don't know that you can't leave a Negative for a buyer. How is this possible?

But if it gets reported ebay will remove it because it's a violation of the feedback policy.

Hard to imagine a seller with your experience who would not:
(1) simply open an unpaid item case in the Resolution Center for a non-paying bidder.
(2) be aware that sellers haven't been allowed to leave negative feedback for buyers for about 12 years.

Just adding on to the end here ... with some links and info.
Sellers in the US who list on .com can open an Unpaid Item Dispute 48 hours and one minute after the listing ends.
You can then close it 96 hours and one minute after you open it if the buyer does not pay within that timeframe. (If they do pay, you ship)
You get your fees back, the "buyer" gets a strike and nobody gets to leave feedback.

Sellers who have their Buyer Requirements set correctly can automatically block buyers with 2 or more unpaid strikes.
If you do not want any communication from blocked buyers, there is the option on the Buyer Requirements page "Do not allow blocked buyers to contact me"

If the buyer reports a false positive feedback, you will get a policy violation.
