LOL Buyer w 1000+ Fdbk Says Paypal wont accept card

Buyer says his credit card is from Mexico and Paypal won't accept. Then how did he purchase 20 items this month? I thought you had to have a valid card on file to bid and win?

Perhaps he was previously paying with funds already in the paypal account from sales or income of some sort.  It's also possible that his credit card has been declined or flagged.  Either way, if he does not pay, file non paying bidder claim and relist.  It can be a real waste of time and I understand your frustration.

There's no requirement like that.......first time buyers don't have any card on file when they buy/bid.......
