To maintain a safe trading environment, eBay places limits on the number of categories sellers can list in. Currently, you do not have required permission to sell in this category. WHY WE FACE THIS PROBLEM.
Have you signed on to managed payments yet? Did Payoneer give you the ok? Your account is was just created a week ago and it takes time to be approved by eBay. I would check into it and get it set up if you want to sell.
