I list an Item for sale and receive notification about Item specifics missing. I think this is justa bug in Ebay system because I fill out the fields (most do not apply to the Item anyway so they should adjust the fields to reflect the product ) . Two weeks later I get notification for the same product Item specifics missing again. Ebay get your systems act together !

unless the Item Specific is required, just ignore it.
fill in what you know and ignore the rest.

I understand completely. Drives me crazy, too - if I knew the details, I'd for sure enter them in those drop-down boxes.
But once you get the item listed, you can go to the place where you see all your items that are active, and there's a column for "suggestions" - click on each one individually and then you can scroll through the things eBay thinks you should list. At some point in that box, you'll see a check-off box for "Don't remind me again" and if you click that, you won't be reminded again for this item.
You have to do it for each item, as far as I know, but at least you won't be bombarded with the notifications any more.
I actually don't mind doing it this way, because once in a while, I've actually forgotten to enter something, or it didn't save (like, I hit something else on the page instead of "enter" when filling out the form initially to list it).
