My item was reported after being listed for a few days and getting many views and watchers. I didn’t realize it was prohibited. While it was listed someone reached out and made a low offer for the item. I said no thanks. Then a day later my item was removed by eBay because someone reported it. Now this same person has reached out again and asked why they can’t find the item. Once I told them it was removed they sympathized and asked if I would still sell the item.
Am I allowed to do this or am I risking losing my account with eBay?

You can do anything outside of the eBay platform at your own 'risk' which I wouldn't do and item cannot be posted on eBay again for you will 'risk' losing your account.

You would be at risk of serious issues, when eBay gets a hint of buyer/seller communication related to off-eBay contact information they will assume the worst.
I do understand your specific situation, in the old days you would give the buyer your personal contact info and do an off eBay deal. In your scenario there isn't any fee avoidance involved but that isn't going to help you when they lock down your account.
Maybe you could figure out how to do it as a regular transaction??????????

Create an inexpensive posting for your business card, should be ESE eligible if you post in the right category, they buy that, you send it, mission accomplished,

The item was removed because it is prohibited. Don't relist the item. Yes your account can be suspended relisting prohibited items which were recently removed. Ebay can cancel the sale if the item is deemed prohibited which it is. Don't risk it.

What was the item? There are some things eBay errors on the side of caution when it comes to restricted and prohibited items. The AI and/or bots may also have removed it for some reason like using the word Ivory to describe a color.
It may be fine to relist the item but simply not with the same title and description as you used before but I have no clue what the item was so not much advice I can offer other than what others have stated about NOT relisting it since no details are known.

You cannot be certain that your lowball offer buyer was not the one who reported you. Why would you want to break Ebay rules and risk being reported?

Ha you beat me to it. To me it seems highly likely it was this person who reported it. Although I don't think their plan was to then test the OP for purity of heart, lol. I think they did it for sort-of revenge for not accepting the offer while simultaneously stopping anyone else from buying it .... then still trying to get it for cheap.
I once had a Native American sterling/turquoise ring that also had an "eagle" claw (I'm a biologist and have worked directly with eagles and all kinds of critters -this was bobcat's claw and not even from a killed one but just the hollow end, like you find in the carpet when your cat has been sharpening aggressively, but larger). Anyway I didn't even mention the claw in the title or listing. But lo and behold, some dude writes to me a couple days after listing, claims he is Navajo and threatens to report the "eagle claw" listing ... unless I sell it to him for like half-price. I just blocked him, took the listing down and put the ring in a Native jewelry mixed lot a couple weeks later.

I had something similar happen one time. Buyer made offer, I declined, listing was then reported by "someone" and eBay removed it. The potential buyer immediately came back and wanted to buy it off site. I didn't even reply and blocked him. I just put it in my booth at the antique mall and it sold there just fine.

It would be interesting to know what the item was to try to figure out why it was pulled, but OP has never returned and provided any additional information which happens a LOT on this forum.

Of all the times OP's have gone MIA, I'd say this one is possibly the most (potentially) understandable. When you think of all the various kinds of items are prohibited (and why), it is highly possible that theirs was somehting that would lead to judgemental replies. Sure it could be something innocent that was unjustifiably removed (like the aforementioned ivory-colored item), but much more likely it was something actually prohibited. Even if it was not something "obviously" dangerous, unethical, or whatever, there would still probably be people wagging their finger about how they should have known better. There are a few regulars in these forums who seem to think every seller should have the whole eBay policy encyclopedia memorized, including the pages that contradict each other.
I don't blame them for not saying what the item was; even if it was wrongfully removed it wouldn't matter, they wouldn't be able to list it again.

my gut feeling was the same as what some of you mentioned, the potential buyer is who reported the item.
I will continue to ignore him.

I had researched batons and saw a number of them for sale on eBay, so I listed mine. It is totally non functional but I thought a collector might still want it as it is in great condition. I don’t want to break any rules but now I have no clue on how to sell it.
I do appreciate everyone’s comments though. So glad I found this community as I’m starting my eBay journey.

Not sure if you are referring to a baton in the weapon sense or in a parade type sense. Fortunately eBay is not the only option out there for sellers. I sell a LOT of things on other venues and forums that I know eBay restricts or prohibits from being listed. Those prohibitions and restrictions are one of the things that forced me to diversify off of eBay in the first place. Of the following two listings the first one would probably be prohibited while the second would not.
I am not sure what area you are located in but try some local forums and venues depending on what the item is among other factors there is a pretty good collector base out there for these types of things.
