Hello All,
I thought when a seller mails something to a buyer and it is stated by eBay an estimated delivery date they cannot open an item not received until that date. I might be wrong and rules do change. I have an item I mailed to someone and the estimated delivery is Jan. 14-Jan. 19 by eBay on the item to that country but got an item open case today as item not received. It is Jan. 5th today. It is an International item to Czech Republic and it is just a single stamp. Have the rules when buyers can open an item not received changed? I usually don't get a lot items not received so was just wondering. It's not about the money but was wondering if the rules have changed. And I really don't feel about wasting my time to contact someone from eBay in case the rules have changed lately. And if it doesn't arrive by Jan 10th per the open case I have no recourse but refund the buyer since I don't get a demerit...have never had one before. Just curious.

No need to contact ebay.
If a INR case was opened by the buyer, simply respond to the case with something simple like "Item shipped XX-XX-XX estimated delivery date XX-XX-XX and make sure you include the tracking number.

No tracking number. It's just a stamp. Most sellers who sell inexpensive stuff don't have tracking...even the big sellers.

I don't sell outside of the country because there might different laws in the other country, taxes or it might take too long to be delivered. You should contact the buyer and explain that the package is on the way and it will be delivered by Jan. 19 because of the distance involved.
You are right about the estimated delivery date.

Buyer was contacted but have no other option but refund them on the last day of open case Jan. 10th. Buyer said he would wait. But I don't want a demerit if I don't refund to him by the 10th. Expected delivery is Jan. 14-Jan. 19.

I don’t remember hearing about any rule change so it is odd that they could open a case. Even if the buyer agrees to wait after the 10th there is a good chance that eBay will close the case in the buyers favor on the 11th even if they don’t escalate. eBay often does that if there is no tracking.

If you voluntarily refund the buyer before an INR is escalated to eBay and the item is delivered within 30 days of the case being closed, you are eligible for reimbursement from eBay on appeal. Apparently there is no tracking # so OP will be no doubt refunding.

They can't appeal if there's no tracking number to prove it was delivered.

If it's international, there should be a Customs number... it used to be that number is trackable and could be uploaded. I don't do much international stuff anymore and use the Ebay shipping services, so that might have changed

There is no customs number on a stamped envelope.
