As i say in the title i wonder whats the best way to refund a buyer that claims he doestnt receive his order.
Should i ask him to open a case on ebay or i can just login on paypal and refund his money?
Is there any difference?
I think that with the first way i get ebay fees back but will this affect my account status?

Neither, if the package tracking shows a Delivered status to the City and ZIP of the address you received with the payment. That is, after all, the whole point of having Tracking in the first place. (I am assuming that this was not a sale of over $750, in which case you must buy Signature Confirmation, not just the Delivery Confirmation that you get for free.)
If your package tracking shows a normal delivery, ask the buyer to check with his family, neighbors, or carrier, to see where the package might have gone if it wasn't found on his doorstep. You do not owe a refund on a package shown as Delivered to the address received with the payment.

If there is no tracking, have the buyer file an INR in the resolution center below.

Are you opposed to sending the buyer a replacement (with tracking) if you have one?

Ebay keeps a record of your INRs, but I think it doesn't affect your account at all... yet.

If you get flack from ebay or the buyer about this, I think ebay still "protects" sellers from items not arriving or being lost during the pandemic. If you contact ebay, they may be able to help you... but I don't know if you're eligible since you didn't originally have tracking.

If you are satisfies that he has not received the package, first verify the address he used. You would be surprised how many times I get notes telling me they forgot to update their address.
If you cancel the order "problem with buyers address" then you get you FVF back and you DO NOT receive a defect.

Oh, okay, then yes, I would have him file the Item Not Received report, then select Refund to resolve that. The point here is that you want to be sure that eBay sees the refund going back to him.
