Can a buyer open a case for not receiving goods due to held by custom of their respective country Where seller have no control over custom regulations?

If the item has not been received after the latest estimated delivery date, I believe that answer would be yes. I do not think ebay cares how or why, all they care about is whether the item has arrived at the buyer's address of record.

Did you ship the item to their country or did you use eBay's global shipping program? If you used GSP, then your tracking number will say delivered when it made it to KY.

Yes, if it's after the estimated delivery date.
As soon as they are refunded, they go pay their custom fee's and pick up the package.

Customs fees are the buyer's responsibility. Whenever the delivery is available to the buyer, e.g.
If the case is escalated, eBay will consider tracking Delivered and close the case without a refund.

I have already shipped a drone to Israel and found the package reached there custom well ahead on time. But the tracking reveals the package has trapped there more than one week.
I have Clearly mentioned in my listing ,only to place an order if buyer have an idea about custom regulations about certain security concern items like Drones. Hoping to share others views on this please.

Nor does the buyer. And yes they can open the INR. If you have this happen, write your customer a very polite and professional note and tell them that the package is held up in customs and see if they are willing to give it a bit more time.

I have sent a Drone to Israel. I have clearly mentioned in my listing that the buyer should be fully aware of their custom regulations before placing an order specially the items like Drones where the seller have no control over custom. Further i have mentioned that no refund will be made for such instances. Any views on this? Tracking clearly shows that the package is just stagnating for one week.

Buyers know they have to pay custom fee's to their country.
Once it reaches customs, they let it set there long enough to file an INR and get a refund.
Once they receive the refund from you, they will pay their custom fee's and pick up their package.
Once the estimated delivery date passes, they can file an INR.
If tracking doesn't show it was delivered, or no recent updates to the tracking, they will be refunded from your account.
