Issues listing my first item

I'm trying for a while now to post my first item, but it gives me two errors. Error number 1 is the Paypal, that althrough the account exist, it says that there is no Paypal linked to that mail -
- The email address you entered isn't linked to a PayPal account. If you don't have a PayPal account, you'll need to set one up with this email address so that buyers can pay you.
The second issue, i couldn't really understand, and is related to the shipping -
- Shipping cost cannot be calculated since the item location is different from the site. Use flat rate shipping.
please help me solve those issues, thanks in advance

Paypal is no longer the money processor for most sellers on eBay, in Israel I would assume it will now be Payoneer but not certain. If is is still Paypal - check and double check your email is correct.
You may need to contact eBay on this one

i checked the mail and it is a valid paypal mail, what should i do next?

Do you have it linked to ebay? You probably still have a way to do that, if you aren't in managed payments.
As far as the shipping, you can't use calculated shipping because you aren't shipping from the US. You'll have to figure out how much it will cost to ship to whatever countries you want to ship to.
