I issued a partial refund on an item because a buyer purchased two items separately and they requested the shipping be combined in one box. I had no problem with that. But I don't see the credit on eBay's Final Value Fees on Shipping. Since all of the shipping charges were refunded shouldn't I see a credit for that on my account?

Ebay doesn't give credits automatically on partial refunds. Some people call in to request a credit.

Well that is just wrong! Ok, will give them a call. I am having trouble with the tracking numbers from Pay Pal showing up on eBay. I have to sometimes manually put in the tracking number on the sale. Too Many glitches.

The lack of an automatic FVF credit is not a glitch, it is how Ebay has always done it. Sellers have requested many times to get a vehicle on the site in which we can apply for a FVF credit on a partial refund. But Ebay doesn't want to do that, as we have asked for years and years, most likely because most sellers won't call to get the refund of fees because it take too much item. So they make more money by not offering an onsite way to get the credit.

Yes, it is something you have to call for, and not automatic. Sorry for this inconvenience, just how it works.

Also because sometimes the partial credit is for an item that was damaged or otherwise not as described and eBay doesn't think sellers should get FVF credit under those circumstances. But eBay staff have said that if you call customer support and point out (somehow) that the partial refund was for a postage overpayment, you can convince them to give the credit.

IMHO that may be part of it, but a very small part. In fact when I've had discussions on this subject with CSRs from Ebay, that reason has never come up. It is more likely that there are more sellers issuing refunds on over payment of shipping charges. That seems to be far more common than a refund for the return of an item that had an issue.
Even with that said, If the seller is taking care of their buyer in a way that makes their buyer happy, I see no valid reason for Ebay to retain the FVFs on that portion of the sale. But just my opinion.

In my Seller Hub orders it shows when I have done any refunds via Paypal so if that is linked wouldn't you think there is proof of what it was for ?
I also make sure to ebay message that I am sending a shipping refund .

That doesn't give the reason (e.g., postage overpayment vs poor listing description).

Ebay also confuses a refund as something wrong with the transaction so in the past I have actually tucked the difference in cash into the package so it not conceived as a defect. Especially with BIN Immediate Payment Required.

No but as I posted it's in my messages to the buyer and we know ebay sees all our messages to each other and it's in the Paypal refund message to my buyer
I'm not buying they don't know what a refund is for . Just my thoughts

They are not going to look through everyone's messages every time there is a partial refund.

And they will never do it, because it is an invitation fee avoidance:
1) Seller sells item for $1,001 and ebay bills them $100.10 in FVF.
2) Seller ships item, buyer is happy
3) Seller refunds buyer $1000, and eBay refunds $100 in FVF.
4) Buyer repays $950 outside eBay
In the end, the buyer and seller both get a $50 discount, and ebay gets 10 cents.

My Post was in reference to ebay being able to see my messages to my buyer when I call for my shipping refunds so not sure why you think I thought ebay would read every message , your interpretation or my post but somebody is confused here
