Is this fraud, and how do I get out of this mess?

Someone (100% Positive feedback (14), member since 2020) purchased an item I listed.

A few hours later, they asked to cancel the order (Cancellation reason: Order placed by mistake)

 

 

I am not sure if their payment went through.

Now I am looking at a breakdown of the refund:

Will the refund cost me money?

Also, can I relist the item easily to give serious buyers a chance? 
I am pretty upset about this and the waste of my time, but want to get out of it and do the right thing in the right time. I am suspecting they are trying to force me to send the item without having to pay for it.

     It is not fraud. Simply cancel the order as buyer requested and all the financials will be cleared up and the only cost will the the $.30 listing fee. If you already purchased a label simply cancel it. It will take about 3 weeks for you to receive the refund depending on how USPS is doing these days. 

     Be grateful that the buyer requested the cancelation rather than letting you ship it and then requesting a return.

I think you may be concerned with the timing of the payment settling. Depending on how much money is in your managed payment account right now, when you issue the buyer a refund, it does come out of your available balance. If the available balance is not adequate, eBay may go into your attached bank account. Then tomorrow, when the buyer's payment clears, you will be whole.(no $0.30 transaction fee) The numbers will work out except for the label you will cancel and have to wait 15 days. It is a PITA, but you won't be out any money. This is how eBay "streamlines" and helps out the sellers making it a wonderful experience.
