Is there a way to set up drafts to publish automatically up until you run out of free listings?

Like for example I hit the limit of free listings and then an item sells. I want to automatically publish a draft to fill in the one listing that sold so I use all my free listings up to the limit.

That's not how your free insertions work. Your monthly free insertions that can be used for new listings, relists, or when a fixed price listing has its monthly rollover. When you use a free insertion, at the moment the listing begins, that free insertion is gone forever; it doesn't come back if that item sells.

I'm not sure that's going to work out the way you think (unless I'm misunderstanding your intentions.)
You can list 250 per month for free. Any items listed after that you are charged for.
Zero insertion fee listings:
