How do I send watchers an offer in an auction? I have not done that yet nor do I see the option to?

Push bidding, you mean? You can promote the listing on social media. There are still a few days left and a lot of bidders wait until the last minute.
Reserves are pricey and you pay that fee whether the item sells or not. While reserves do have value sometimes, for most items it's better to start the auction at your reserve price instead of paying for the reserve.

Would you reconsider your no-return policy? Many buyers shy away from that. And not wanting returns doesn't mean you wouldn't have to refund.

Ditch the auction and reserve and list as a fixed price for the price you want.
If it doesn't reach the reserve, you'll still have to pay the fee for using it.

Have to agree with Ken that you should have listed at a high fixed price and accepted offers. Auctions are really only good on high FOMO items these days and tend to attract low ballers and resellers looking for a deal. A buyer willing to pay for a rare collectible like this will eventually find it when listed fixed price.
I also think it would have done better if it was sold raw or re-graded by PSA/Beckett. From what I've seen, TAG not exactly considered reputable among Pokemon collectors.
BTW according to PSA, the last sold 9 went for $1500 so you may be in the correct range at $600 +/- for a 3 from a less known grader.

Actually, the high bidder with zero feedback...I, myself would be praying that bidder doesn't win it.
Would I only auction one item at a very high price tag...not really.
You need to check the 0 feedback bider...in his 'feedbacks' check his eBay ID country.
Although this is a only in the USA sale...any bidder with 'freight forward' to another country can bid on this.
So a buyer from another country can be the winning bidder.
And since you haven't sold anything in a while...you probably won't get the funds under 30 days after the sale.
This item is an easy target for a scammer.
And then a buyer can also do a credit card dispute down the road.
And you should not cancel the sale...eBay fee will charge you of the highest bid in progress or winner.
Thus, you will owe the eBay fee of item won in usually 3 days I believe...if I am wrong someone else can chime in on this.
One the 4th day the eBay fee should probably come out of your banking account. I am hoping I am wrong on this.
Auctions work when you are selling a lot of items where you have funds coming in on a weekly basis to offset any eBay fees.
This item sold I would have it 'signature required'...not digital but a written signature...both cost the same.
And check in 'feedbacks' the winning eBay ID country where winner is from.
