I sold an item to a buyer in Guam and promptly shipped it. It was delayed by the USPS for weeks (did you know they use U.S. Navy ships for deliveries sometimes?). The buyer opened a non-delivery ticket, and I kept in contact with him after going to the USPS location and being assured that the item was in transit. Ebay chose to issue a refund. The item was then delivered after almost a month. Now, I can't just re-invoice the buyer since it's been more than 30 days from sale. Ebay told me I have to relist it but I'm struggling to see how to do this to only this specific buyer.
Worst case scenario is to list via Sell a Similar Item with a price so high that no one else will buy it but with Accept Offers, then notify the buyer to make an offer for the previous sale price? Then mark it as shipped once he makes payment?

Just have the buyer pay you by PayPal, or send you a USPS money order.
eBay is done with it.
Why involve eBay to have them get more fees for a non-sale

not sure why this would be worst case......it's what I would do.... BUT not clear that buyer has agreed to pay? neither you nor ebay can force the buyer to repay.

EBAY customer service knows that EBAY does NOT have a way for you to recoup the money (once a refund is given) and you cannot force the customer to pay.
If customer is offering to reimbursement you ask them to make payment to your PayPal account (no EBAY fees will be charged).

Thanks all. The buyer isn’t responding to contact requests even for a reduced payment I offered to accept ($60 on a $93 item). Hope he enjoys his free gift.
Trying to think what lesson I learned here since I did everything right & was at the mercy of USPS. I guess that eBay will always take the buyer’s side unless there’s provable fraud; & maybe reconsidering selling to buyers outside the continental U.S.

List the item again and make the title "Special listing for John Doe (or whoever)".
Notify your buyer of the listing so he can buy it (again).

Just do thePayPal thing like everyone else is suggesting.

It's strange because eBay will usually give extra time as long as the item shows movement. I hope you uploaded tracking into your item not received case.. That's a moot point now but for the future..
This happened to me very recently. I ordered an item around $200 coming from Austria I believe. It stopped moving for 21 days and I was coming up against the window to file the INR case so I did. After another 10 days eBay refunded me.
Well the item finally popped out and began moving again. I eventually received it and it was as described. The seller contacted me and asked me to pay, I said I would but they didn't know how to go about it. I suggested the PP invoice, he sent it and I paid it. Sadly I paid MORE than originally because the exchange rate had changed.
That's how it should work. I got my item, seller got paid but eBay has no method to force that issue. They really should have a way for seller to be repaid once the item delivers.
Appeal to your buyers conscience, that's all you can do at this point.

I ended AK, HI and protectorates for items that would go surface (boat) when USPS introduced Ground Advantage.

The tracking was in the system, the problem was that USPS showed no movement for weeks other than In Transit. The final slap in my face is that this buyer now won’t respond to payment requests. I’ve just moved on as a hard lesson learned.
