Facebook hasn't answered, I'm sick of waiting as it has been six days now, but they only want to 'help' me solve my problem by saying it's my fault. My buyer hasn't paid and eBay will not let me close the sale.

Tyler got eBay to update the policy page linked to in post 9 @a_c_green.
"If you've sent a combined invoice, you'll be able to cancel the order 4 or more days after the date the invoice was sent to the buyer."

the clock did not reset for me
I only waited about 10 seconds before I canceled for non payment
the next time I get a NPB I will send an invoice after 96 hours and wait 25 hours and then cancel
maybe it needed time to index but it did not stop me from canceling
I have been on manual notices for UPI for a long time.

Um, yeah... I'm not sure that 10 seconds would be a valid test, but waiting 24-25 hours after sending an invoice would be a solid test result one way or the other.

I just click the contact us button. But you have to be wary of any seller assistance ebay is claiming. If you click to ask for help for returns or anything below, they will just have you read unnecessary articles.
Except in this case, the OP's questions about cancelling unpaid transactions would have been answered in one of those "unnecessary articles," had s/he read it.
The rest of your post appears to be a bit off-topic, considering it's about your experience with a return and the rest of the thread is about contacting eBay and/or cancelling a transaction for nonpayment. You might want to start your own thread about it on the Returns board.
For your convenience, should you decide to post about your experiences:

He said it was 6 days. Long enough to wait, for sure. I wonder why the 3 day waiting period didn't kick in? Mine usually did. Another glitch? Change?

The minimum waiting period (or payment window) for a purchase is now four full days (96 hours), after which you can cancel and relist (or send a Second Chance Offer if applicable) right away if using the automatic cancellation process, or on calendar Day 5 if cancelling manually.
There was not a 3-day waiting period in the past, but two days were allowed for payment before a seller could open an Unpaid dispute, after which the buyer got 4 more days to pay, for a total of 6 at minimum before the sale could be cancelled and relisted. Now the Unpaid Cancellation process is down to four days minimum, so that's progress.

I appreciate your advice.
However, it started with how to get someone from Ebay to call. I added the rest because even having Ebay call for any true assistance is resolve any issue is unfortunately nonexistent.

If when you use the link below you can only get to the Automated Assistant, type AGENT in the box and hit enter. You will then get more options.

Not sure I understand why you would not just cancel after day #4, citing "buyer didn't pay" as your reason.
Are there special circumstances here that you've not mentioned?
