I just received an item I purchased, and on the package was a note from the seller. It said Ebay won't transfer funds to her bank until a buyer leaves feedback.
Is this true?

No, sellers don't have to wait for feedback to be paid in general. If a seller is new, they may hold payment to them for a certain amount of time to be sure the transaction goes well and in that case.....positive feedback may help get it released.

If is a new seller, it may be an attempt to have eBay remove the new seller hold on her money quicker than normal.

Not in most cases.
eBay does have a system that might puts a "hold" on a seller's funds, and in some cases prompt feedback can play a part in helping to get those funds released faster.

I did! I also have a seller's account, but I haven't used it 6 months or so. I thought I missed a change. lol

I think Poshmark requires the seller to ship, and the seller does not get paid until the buyer receives the item and "accepts" it. If the buyer doesn't accept it, the money is released to the seller automatically three days after delivery. Maybe the ebay seller also uses Posh and is confused about how the two platforms differ?

lol - Not true. I would have stopped selling in my first year (2011) due to bankruptcy since I get feedback roughly 40% of the time. Newer sellers are desperate for recognition and sometimes make up their own rules. My feedback coulda woulda shoulda been around 14,000 by now but alas.
What they are doing is a form of feedback extortion by guilt. Perhaps not true extortion but it will backfire once buyers realize they can give neutral and negative feedback as a result of being insulted by a seller.
