We've only been selling for a little over a month, but, aside from the ninety (90) day requirement, we exceed the requirements to obtain Top Rated Seller. Is it possible to obtain Top Rated Seller perhaps by calling eBay and requesting an exception or some other way?

Some perks are a helluva lot more important than a gold plated trophy. 😁
Especially the ability to charge up to a 50% restocking fee. I've often wondered to what extent that deters scammers from buying from a TRS seller.

I thought that maybe the benefit he wanted was the 10% FVF credit, but his listings say that buyer pays for returns. Maybe he'll change that to Free returns if he gets TRS so he can get the FVF credit.

90 days is a probationary period for new sellers. You cannot over ride this policy no matter how much you sell. You are obviously proving yourself as you are doing great, but good things take time and as long as eBay implements a 90 day period, those are the terms new sellers must abide by. You will not get a TRS by accepting the returns, but making the buyer pay for it. I would consider changing that policy if you are serious about becoming a TRS. PS Stop soliciting feedback from your customers. It's against ebay policy.

Free returns is not a requirement for becoming a TRS. It's a requirement for TR-Plus.

There is no such thing as a TR-Plus seller. The TR-Plus label is put on any listing that is put up by a TRS if that specific listing meets the TR-Plus criteria for handling time and return policy. A Top Rated Seller might choose to meet those criteria for some of their listings but not for others; for instance, setting a longer handling time for preorders or items which require personalization.
