Is This A Joke or Time Waster?

I ship world wide with exclusions.  The whole continent of Africa is excluded, yet someone from Lusaka, Zambia won the bid on a pair of Allen Edmonds Loafers. 

The one and only time I shipped to Africa, the buyer claimed he never received the shoes and I ended up refunding, which is why I exclude all countries in Africa.  The shoes were Allen Edmonds.

How would you handle this?  The buyer can't pay because there is no shipping rate.

Tell them that they can request a cancellation or you will open a UPI.

Cancel the transaction choosing problem with the buyer's address- they're from a country you don't ship to.

Presumably he hasn't paid yet.........if he is having someone (friend/reshipper) mail from the US.......it's an entirely legitimate bid........  if the item gets to the US address, you are covered.

Many thanks to all the posters for your comments.   I noticed under sold items that  "Buyer Zip" is 07047 - 2430, which is in North Bergen, New Jersey and the shipping Postal Code in Lasaka, Zambia is 10101.

Did cancel and blocked buyer.

Did you check to see if there is one of those international mail forwarders at that NJ address?

Buyers from Zambia with this NJ address are usually great buyers. They like to purchase lots of old used blackberry phones. Don't worry about it.

There is a freight forwarder for Zambia at that address. These buyers are OK. People who probably went to college in the USA, drive the black mercedes with tinted windows and stuff like that.

They were using a freight forwarder, no reason to cancel the order.

So the buyer apparently uses a freight forwarder in NJ and you discovered this, but cancelled anyway?

And, if the buyer's shipping address is in NJ, he should have been able to pay.
