I am so tired of this return system eBay has. I keep getting order from different buyers in S.Korea and Eastern European regions. They have their items sent to freight forwarders. Then they open a return request. They don't use eBay's return label as its only from their freight forwarder back to me. They send empty envelopes from their country to my return address which they see on prepaid label sent to them by ebay. Envelope once delivered, they buyer opens a case of no refund. eBay asks them to provide proof, they give tracking number of empty envelope and eBay issues them refund from my payouts. Now I have to call ebay be on the phone with multiple people sometimes explaining them the whole situation. Majority of the items these are new buyers with no or very few feedback left automatically by other sellers. Then eBay makes me provide proof that I received empty envelope and an affidavit as if I am the one doing this wrong. Why does eBay immediately issues refund on items that are hundreds of dollars to new buyers on the platform WITHOUT even waiting for the seller to respond regarding return that was delivered. At least give us 24 hours telling us that buyer is claiming item was delivered. Majority of these cases are opened in middle of the night and cases are closed within few minutes of opening them. And this keeps happening and is very frustrating wasting time and energy doing this every time.

Sometimes international buyers will try this with sellers and if sellers don't understand the rules around this the buyer can get away with causing the seller to lose money.
When you ship to a freight forwarder, you are responsible for the package to the address in which you ship to, which of course is the freight forwarder.
If a buyer opens a return request and takes it upon themselves to ship it back to you from the country in which they are now in, this voids their buyer protection. You should visit the MBG and get very intimate with it. So first learn your rights before you worry about the buyer.
