Shipping an item to Australia....sent it on April 4 (today is April 23), April 6, "Arrived at Consolidation Center. Shipment is being processed," according to tracking.
Buyer is sending me lots of messages, seems to feel I have ruined her life! She filed a "request", there's not of an explanation of what this "request" means. It says ebay will "step in" if the situation is not resolved by April 27. I explained to the buyer that I have no power to force the Post Office or Ebay to "cough up" her item.
Called Ebay, they said they would have the "internaitonal shipping dept." call me back.
Anything I can do? How long should I wait?
How to proceed? How to file for a refund of the purchase price if Ebay has "lost" the item? It's worth about $100. Small package, a book about 6" x 4" x 1" .
Thanks for any help.

Sounds like you shipped it via the EIS program (to Illinois?); if so, input that tracking number into the 'return request' you received. Do NOT assume 'ebay has it'- it must be inputted.
More than likely they'll take over from there.
Regarding your buyer, you tell them 'they purchased using eBays EIS program and all YOU do it ship it to another state where Ebays International Program takes over from there. You (buyer) needs to contact ebay for any further information as I, as a seller, have done all I can do.
If this was a direct shipment NOT using EIS, nevermind anything I stated above- it's all on you.

there are nervous stupid buyers. Send her soothing messages .. write that there are delays in the mail. storm. strikes. As a result, the parcel will come anyway. I had delay a letter in the USA for 2 months and even 3 months. I sent from Israel. all receive in finish

yes, I input the tracking number...
I just noticed this in the fine print:
Program Rules. You will comply with the following rules for any EIS Items that you sell through the Program. ...
Packages must meet or exceed 7.25 inches in width and 10.25 inches in length
My package was smaller, about 7" by 5" by 1". The minimum size limit - That is to prevent small packages from slipping through whatever "sorting machines" they have?
Ebay accepts smaller packages and most of them make it through Elk Grove, me can attest to that. But if they get "lost" then this would Ebay an out so they don't have to issue a refund - 'Your package was too small."
If no packages under 7" x 10" size meet the shipping size requirements , the shipping algorithm should post a user message that "your package is too small," when you are purchasing the EIS label, just as it post warnings about weight and size issues with other types of labels when you are purchasing shipping.

You're right in that it should state a size requirement; I never knew that (but my smallest is 10x8 so never an issue);
But sounds like yours was too small for both dimensions as they want 7x10 so your was off by 5"?? Could've got lost; hard to know. You will just have to wait until they come back with a response regarding the tracking number.

Could be on the way back to the seller.
Also, Not scanned does not mean it's not moving thru the system. Some barcodes
are not readable.

Nervous stupid buyers? They'll probably realize they were stupid to buy anything from you! I bet you have a lot of negative FB with that attitude.

Ebay is providing EIS buyers with a long delivery time for most shipments -over 1 month.
Freight consolidation is taking a long time and your package will sit at the consolidation center until there are enough to ship.
My recent shipments to Australia have been delivered within a few days of when they actually leave the US.
Me thinks there is inadequate international sales volume for EIS to operate efficiently.
