I currently have all international selling excluded. I have an international buyer asking if I'll take $xx.xx for an item. If I agree to sell for that price, will the item be directed through a US hub even though I'm not participating in international selling? TIA

No it won’t get sent automatically to a hub as your listings aren’t set up to do that. The following page may help you to set up EIS on your listings. You must do that before a sale.

Then you will have no way to "accept" an offer since the buyer is at this point only "talk". If buyer has a US shipping address such as a Freight Forwarder or other such person in the US they can make an offer if you have that enabled on your listing. They won't be able to buy anything from you otherwise. Your listings with offers require a buyer to put up a payment source for "auto-billing" before they can make the offer. A buyer without a US shipping address will not be able to participate.

For what it's worth I've found EIS to be an excellent way to sell internationally. Everything for us gets routed to the facility in IL, the tracking enables us to keep the buyer updated and to date we've shipped a number of fragile items without a problem. Last, fees on shipping are a fraction of what they would be if we were shipping directly to Europe or Asia.

The above is the answer for you. Before the transaction is created, set up the EIS program for your listings. It is an extremely good program. You are only responsible for the package until it is accepted at the Ebay hub. After that, Ebay takes responsibility for it.
