Insertion Fees

I am a small seller and it is not cost effective for me to have a store.  I only sell items I have around the house and rely on the promotions for free insertions.  I have over 200 items listed I continually  end all but 50 until I get another promotion.  Does anyone know the rhyme or reason as to when one is offered?

Promotions seem to be totally random. Some people get them all the time, some people never get them. I get four or five a year that I can actually use on this account. On another selling account of mine, I might get one or two a year if that many, on the other I get practically every one that rolls around, but I rarely use them since those are overflow accounts now and sometimes they're totally inactive.

If you are running that many items I am not sure why you wouldn't have a store? I forget the level but I think basic store gives you 200 listings, plus shipping supplies, lower insertion fees, and FVF discounts.

There is no rhyme or reason, because eBay does not want to make it easy for you to avoid subscribing to a store.
