Inconsistent eBay decisions!
Two cases where my item was lost by USPS.
I have Tracking showing both items stalled in USPS.
One case ruled in Buyers favor.
Other case ruled in my favor.
No way to contact live Customer Service Rep.
No way to file for insurance on eBay Standard Envelope.
No way to appeal lost case.
No way for eBay to do business!

Because you didn't find the way to talk with anyone from Ebay does NOT mean there isn't a way to do that.
I can see you are pretty upset. I always encourage seller to look at each case on its own merits. So without the details of what transpired on each transaction, it is hard to know if what you say is accurate.
In the policy pages for Standard Envelopes, it tells you how to file a claim. Here is a link so you can review it.

On each Ebay page there is a link to contact Customer Service at the top of the page and again at the bottom of the page.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.

Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

I have mailed over a thousand cards
Via eBay Standard Envelope.
i am am a grizzled old eBay Seller.
eBay use to have live Customer Service Reps.
I have followed every eBay link to no a mail.
I have spent more of my time trying to resolve these issues.
I know when I am getting the run-around from eBay.
please do not try to dissuade me!
eBay is not on the Seller’s side.

Actually I think you have yourself so frustrated, you aren't seeing what is there to help you. In my first post I gave you information. There is a way to have Ebay call you. It is too late at night now, but there is a link in my earlier post for that. You can contact a CSR on Facebook and other ways. I gave you all the links.
It would be odd if you have followed every link and they didn't work. They do work.
There is also a link for your issues with filing an insurance claim for standard envelopes.
OK, if you really don't want help, then WHY are you hear. You stated above "I know when I am getting the run-around from eBay. please do not try to dissuade me!"
So tell us. Are you willing to listen to advice or are you not willing to learn something that may help.

Inconsistentcy is not good.
Ebay should have ruled against you in BOTH cases.
If the usps loses a package, it is the sellers/shippers responsibility.
