I recall this happening in the past - Ebay says once they are blocked, they are not allowed to bid/buy anything from you.
I just had a buyer ask too many questions & it raised red flags, so I blocked the person.
They created a new ID and bought the item.
I contacted Ebay (via Twitter) and asked what I could do. I was told I had no recourse.
Further he said that Ebay has no way to know if two accounts are related (I suggested look
at the name & address?!?!?!)
Long story short, I will have to ship the item (and probably get negative feedback, based on the buyer's feedback left) or not send the item and get negative feedback.
I don't want negative feedback but I'd like to avoid it if possible. It's a low price item.
Any suggestions?

I don't think the name matters. You have to specify it is the ISP address. Maybe they thought you meant physical address?

It would be much easier to stop blocking people and when they pay your ship. It is in some people's nature to ask many questions before a purchase.

It seems you received some terrible advice.
It's actually great when a buyer you blocked uses a different account to buy from you, because by doing so, that buyer gives up the right to leave negative feedback. It's actually an eBay violation to use a different account to buy from a seller that blocked you, so if they leave negative feedback, you have grounds to have it removed immediately.
If you can't get a regular rep to remove the feedback, request to speak to a supervisor. Have them confirm that the two accounts are linked (they won't be allowed to tell you if the two accounts are linked, but will be able to confirm it for themselves).
Also, if that buyer starts a return case for a reason that is questionable, the fact that they violated eBay policy by circumventing your block could be grounds for closing that return case.

One very simple way to know that someone you blocked is using another account to buy from you is to check their address. Even if you blocked someone who only messaged you (and never bought from you), you can see that member's city and state at the bottom of the emails. Match that up with the address you have for the sale, and you should be able to have a pretty good grasp of the odds that the two accounts are linked.
