If we block a user can they send us a direct message through Ebay and will they get a notification or popup window telling them they have been blocked. We are getting un-solicited offers and they sell the same items (for every one we sell they sell 100 of the same type item) we do so we think they want our item to resell. Thanks.

If you block communications from a buyer (which is different from blocking them from bidding/buying) through your Seller Requirements page, they cannot contact you through one of your item listings.
THEY CAN STILL, however, contact you through both your seller profile page (with a link that says "Contact") and your feedback page (with a link that says "Contact member"). There is no block you can put into place to stop buyers from contacting you if they know how to do it.

Messages are blocked, too. They receive some type of polite message.

To add to what's been posted, if you've had dealings with that buyer in the recent past, they may still be able to message you for a certain amount of time (I forget how many days) through your current listings.

According to eBay staff, the "messages" block is working exactly as they intended; i.e., members blocked from messaging are only blocked from messaging through an item listing. Any other contact links would still be active.

Very interesting info. Thank you! Not too smart on ebay's part though.
Imagine having a TRO (temporary restraining order) on someone. They may not contact you if they're wearing a blue shirt, but it's ok if they're wearing a red shirt. Makes no sense. No contact should mean no contact. No message should mean no message.

Every few months I get messages sent through the particular item listing asking why they are blocked. Immediately I check my settings to make sure the block messages from buyers on my BBL is still intact. Which they are.
So eBay staff is clearly not telling the truth.

Actually in that post I asked how the heck was that buyer still able to message me and there was discussion about the rules or capabilities of a blocked buyer in messaging. But @tellmemama is correct. It’s not working correctly. I looked back at my messages received from that buyer (who was confirmed blocked), and the messages were linked to the item listing... which means the buyer was still able to message thru that listing. The purchase the buyer made was over 60 days ago too.

Both. The first one you pasted prohibits is the BBL that prohibits buyers from bidding or buying, nothing more. The second one is intended to use that BBL to prohibit them from messaging the seller.
Aside from loopholes, that second link’s blocking functionality doesn’t seem to be working properly according to the rule you mentioned the ebay staff mentioned.

Your message/communication block is not working for anyone on your BBL?
Block me, and I'll try to message you some time today (Friday). We'll test it out. We can do it through private messaging so we don't clog up this thread, if you'd prefer.

Not only can they still contact you through eBay messages, a blocked buyer EBay told Me to block knew how to get my phone number Last week on the bottom on an eBay page & she called me begging to get unblocked!
Come Hell or High Water, She wanted my item that eBay erased Voided deleted.
I was shocked being on eBay 22 years & not knowing this was possible!
Her record said she was only on eBay 2 months yet she knew how to do this!

We never got an email that these responses were here. We don't want this buyer to get ticked off and buy our item only to call it fake when compared to the ones they sell, so we have tried to explain that we use the bidding system auction or but it now and don't entertain offers.
