If I give a partial refund to a buyer for a higher ticket item does eBay refund the final value fees? Like just for what I refund or for the whole thing? I think I know the answer but I just want to know for sure

Answer: You will be refunded the fees just for  the refund.

If you give a partial refund, eBay will refund a proportional amount of the final value fee (but not any portion of the 40 cent fixed fee).

They ONLY refund the 'portion' of what you refund.

FVF on $1000 is $150.

You refund $100.

FVF refunded to you would be $15.

As others have stated, partial FVF refund but not the 40 cent fee.
