I declined a cancellation request but have now found out that the buyer can receive the item and their money back later. If I send a refund through eBay, will the order be automatically cancelled?

A buyer who wants to cancel, does not want the item.
Cancel.
They are unwilling to purchase it.
Cancel.
They will return it if they receive it.
Cancel.
They might damage it to "prove" it was Not As Described.
Cancel.
The buyer does not want the item.
Cancel.

It has been noted that in the past when a buyer requests to cancel, and the seller "declines" there may be issues with later trying to cancel and refund.
Very little good logic in "declining" a request to cancel.
Walmart, my electric company, telephone company, other online businesses have a " cancel window" where the person paying can cancel with a click of the mouse. I do understand eBay giving the sell the "option", but don't understand a seller declining.

I wait until the buyer's funds go from 'pending funds' into 'available funds'...then I cancel the sale.
I prefer not to have a cancellation take my 'available funds' immediately in seconds and have me a negative in available funds. I also like to make the buyer sweat a little...LOL

While that makes sense, newbie sellers under payment holds may not have that luxury. eBay does not allow those "held (because you are newbie) funds" to be used for a refund which is part of a cancellation if the buyer has already paid even if those funds are from the same transaction. The seller must front the refund money from their own sources to comply.
On the other hand, should a buyer WHO HAS NOT PAID, request a cancellation things are different now. If the seller ignores the request, eBay will cancel it for the buyer after three days anyway. If a seller DECLINES, they can not subsequently file the Unpaid item Cancellation after the usual 4 days. The buyer basically doesn't have to pay at all under this plan, and will avoid a non-payment strike altogether.

It is beyond common sense that if you haven't 'shipped' an item that you 'approve' the cancellation. There is NOTHING but BAD things to happen if you don't.

Not accepting a cancellation is asking for the buyer to file some sort of complaint, get to keep the item AND get a refund. 99% of the time the seller gets skunked.

From what I notice a seller usually gets 3 days until the funds are taken from their banking account if there is a negative in 'available funds' for 3 days.
'a buyer who has not paid'...that would be 'auctions' I assume which are different from 'buy it now'.
We might see a lot of buyers not paying in auctions under the new rules...really unfair to sellers.
I wonder if there are any fees to the seller if 'eBay will cancel it for the buyer after 3 days' when a buyer request a cancellation.

No, sending a refund does not cancel the order.
Since you declined, you can't cancel the order now.
