What a joke to delay at the end of the year, what about those who didn't sell at all in 2022 to avoid the taxation? Pitiful.

Both. eBay is required to file its corporate tax returns with both the IRS (federal taxes) and the California Franchise Tax Board (FTB) for state taxes. And any other of the 50 United States where they might be required to. And any other countries where they might be required to.

Both. Responsibilities for creation of forms in any of the 1099 series lie with the issuer of the form. eBay is an issuer of 1099-K forms. But obviously, eBay needs to ask for true and correct identifying information from each eBay user and especially eBay sellers, because eBay is required to report to the IRS the true and correct information about sellers.
Sometimes errors can happen because we are all still human. Maybe you accidentally typed in your Social Security Number with a transposition of a couple digits. Maybe you made a typo in the name of your town. So you might receive a 1099-K that shows inaccurate information.
The 1099 forms have to be sent to the individual recipients by the end of January, but they don't go to the IRS until the end of February. That month allows recipients (like eBay sellers) to contact the issuer (eBay) and correct the mistakes.

Both. If eBay sends the IRS a lot of 1099-Ks with missing or incorrect info, especially SSNs, yes, indeed, the IRS will be talking with eBay.

You need a new tax accountant. ALL online selling sites require this due to the new tax law that was passed by Congress UNDER the tRUMP administration. You can claim your 500 in funds that ebay is holding from your state. Eventually ebay has to turn it over to your state. Then when you claim them, I bet you will have to provide a Soc. Sec. # to them.
The pathetic people continue to be the ones that don't report their earned income.

I have to wonder how many of these people avoiding giving ebay their Social Security number are on SSDI and are afraid of it messing up their benefits. What they don't realize if they retired early due to a disability as long as they stay under the ~$20K net income number their social security check could actually go up because of the social security taxes they pay into their benefits from selling on eBay. My social security check went up A LOT in the middle of this year because of the taxes I paid to ebay and not being afraid of doing the research to figure out how everything works.

I just read something today. It's something like 22,XXX and then you have to return 1 dollar for every 2 dollars earned if you are LESS than 65. I don't recall the numbers that represent X. Once you reach 65, that limit of EARNED income is something like 53,000. So if you have 20,000 dollars in sales that was NOT ALL PROFIT. 12.9% of it was Ebay fees. Add 30 cents for each sold listing. You always have to pay for shipping unless you have a drawer full of stamps that you stole years ago. Deduct ebay fees and all shipping and you can "visualize" quickly how that 20,000 is dropping down. Factor in the cost of the items, your shipping supplies, etc. So that earned income is going to be alot less than 20,000 so a person's social security check is not going to be impacted (unless the person has another job.)
It was stupid to stop selling if you had a house of full of stuff to list.

You might be misunderstanding the Social Security rules on earned income after full retirement -- you left out the most important part of that Social Security earnings bulletin:
"Starting with the month you reach full retirement age, there is no limit on how much you can earn and still receive your benefits."
NO LIMIT means NO LIMIT on extra income after you reach full retirement age, which (for folks born after 1960) is 67 years old. For folks born before 1960, full retirement age is 66 years (plus a few months, depending upon the year that they were born. And, for those of us born between 1943 and 1954, the full retirement age is 66. Anybody born before 1943 qualifies for full retirement at 65.
So enjoy making GOBS of penalty-free money after reaching full retirement.
Just not tax-free, however. . ..

. The law requiring the SSN information on issued tax documents has been in place LONG before the Trump administration. The law changing the 1099 issuance threshold was part of the American Rescue Plan act crafted and passed into law under the Biden administration. That piece of legislation was passed strictly along party lines. Not one Republican voted for the legislation and only 1 Democrat voted against it.

I knew there was more. I didn't post it all. Thanks for posting that information. Anyway, it's better to pay some income tax because that means that you made a profit. Everyone has to pay their share of taxes to help maintain this great country of ours.

The limit for those on Disability SSI ,SSDI and SS has been 5K a year. There is new policy that let's folks on those programs to back to work with out loss of the benefits , but must fill out the paper work for the program first .

Who's responsibility is it to get the social security number on a 1099- eBays (eventually, as I stated, the IRS will allow them to 'provide a 1099' but they will return BACK TO THE ISSUER and request the NUMBER.
Skirt the obvious answer all you like, it's correct that they want it, from you, before they allow you to do business here. Plain and simple.

According to the Social Security Administration, there is NO paperwork for those on Social Security who have reached full retirement. I had retired on Social Security in 2013 (at full retirement age of 67); and then returned to full-time employment in 2018, and it was not necessary for me to "fill out the paper work for the program first."
To quote the Social Security website: "Starting with the month you reach full retirement age, there is no limit on how much you can earn and still receive your benefits."
Lotsa misinformation floating around out there regarding Social Security -- no wonder the program's in so much trouble. . ..

I don't understand the connection between people's lack of understanding of taxation and the health of the program itself. What may create problems for social security is certain American-in-name-only politicians who want to torpedo the program.
ETA: Though I may have misunderstood your statement.
