This is directly for eBay higher departments, who make the decisions on new policies and what not.
You do realise that this INR policy you just implemented will affect so many good sellers that do not deserve their accounts blocked.
You do realize that there are many shady buyers who just take advantage of tracking number delays and minor mistakes just to get freebies, right?
If I get INR cases open against me AND WIN THEM, how does that count as bad metrics?
What am I supposed to do when a customer just wants to get a free item and tries to scam me?
This policy is ANTI-SELLER.
Please reconsider your decision.

As this seems to be affecting sellers outside the U.S., I'm guessing it was brought on by the MASSIVE and often unreliable drop-shipping from China.

You've discovered the consequences of dropshipping.
Buyers don't like receiving items from Amazon when they purchased from an ebay seller.
Another risk you take when dropshipping is that you haven't seen the items, don't have them in your possession to inspect and you have unhappy buyers with undisclosed damage.

I am seeing so many suspensions happening from overseas areas in the middle east. I swear I've seen 5 today alone. Most seem to be drop shipping from Amazon etc and got caught. If you ask me, I think they were all lied to by you know who. Someone told them this type of selling (3rd party) is ok, when it is clearly not.

The "Item Not Received" or “INR” rate, namely, the percentage of transactions where a buyer reported that the item didn't arrive or was not available for collection.

If you get an INR once or twice a year based on volume, it will not affect your performance that much. I have had no INR cases opened against me in the last 15 years.

It sound like they don't just include "official" INRs but also those where the seller cancelled for OOS etc, IOW any transaction where the buyer didn't receive what they ordered for whatever reason.

I been selling for 12+ years and when you ship internationally even if you use the best companies there 's a risk that the item won't arrive. Creating a policy 100% against international sellers is extremly stupid and will affect also US sellers because we wont be able to buy them anymore. How do think i am gonna sell my low priced items? Well i am not gonna sell them at Ebay because using economy shipping is risk so i will use my own website and other venues. How about my high priced items? I already use auction houses because Ebay sides with scammers.

Because you are based in USA , try to sell international without Ebay shipping program protecting you ...

This isn't against international sellers - this seems mostly against drop shipping. If you don't drop ship and are handling your own items, the chances of a true INR are a lot lower.
I've had a number of INR cases filed down through the years - it happens - but the item has always been delivered. This is apparently not the case with these drop shippers.

Which is something that is entirely within the seller's control. If they are having a disproportionate amount of INRs going to a particular country, they can simply choose to stop shipping directly to that country and use EIS instead.
I have ordered literally hundreds of items from international sellers and I have not had a single one of them not arrive. A seller who is having significant INR issues shipping internationally needs to take a close look at exactly why that is happening.

You better try answering in other threads where you have some knwledge because your post here doesn´t help anybody ...
If customs for a particular country is losing packages repeatedly, stop shipping to that country. Problem solved.
