Did you mean:

INR

This is directly for eBay higher departments, who make the decisions on new policies and what not.

You do realise that this INR policy you just implemented will affect so many good sellers that do not deserve their accounts blocked.

You do realize that there are many shady buyers who just take advantage of tracking number delays and minor mistakes just to get freebies, right?

If I get INR cases open against me AND WIN THEM, how does that count as bad metrics?

What am I supposed to do when a customer just wants to get a free item and tries to scam me?
This policy is ANTI-SELLER.

Please reconsider your decision.

@comicscauldron

I don't think it's just buyers filing INRs, it's also covering any time you haven't been able to fulfill an order (for whatever reason).

"Which is something that is entirely within the seller's control"  customs is within seller control ?  lost packages are within seller control?

I see you are based in USA , have you tried to sell international without Ebay shipping program protection?

I'm not Yuzuha but I shipped internationally since 2000 - no eBay shipping program ever, including GSP - I just did it myself because it was so easy.  Sometimes a package would be delayed, but no problems. This includes shipping to China and Russia, and includes shipping rare kimono worth hundreds.

ETA: Also, I purchase internationally - my last international purchase was, in fact, from Mexico (a musical instrument made in a somewhat more remote area) and it arrived in a timely fashion.

I too used to ship internationally before COVID made a mess of international shipping... I've shipped to Canada, Australia, multiple countries in Europe, Israel, South Korea, Mexico, etc. Like you, I had delays but I never had anything not arrive. I also receive multiple packages per month from Japan and again, zero problems ever.

I actually stopped shipping internationally BECAUSE COVID made a mess of things and I didn't want to  risk dealing with those issues.

Ok here's the problem i am based in Mexico. The most reasonable shipping service is Correos de Mexico. ($5 to $8 usd to send a comic book to USA  I have multiple items lower than $100 that have that shipping service. Sometimes it works and sometimes it doesn't work well . When it doesn't work well items arrive late and sometimes they simply don't arrive its rare but it happens.  I can't use a private shipping company to ship a lot of my items because cost goes to $28 usd or more using private companies, so with this policy i am not gonna be able to sell a lot of my items.

It has nothing to do with dropshipping.

Its related to INR cases opened by shady customers.

I agree. This decision is **bleep**ed and will cause more damage than fix things.

Easy to say for yourself which is selfish on your end. Some people's business is based with international buyers and so on and there are other solutions rather than just implementing an outrageous policy and have their business go to sh**.

Amateur mistake on eBay side if you ask me.

I think I would be more worried about getting suspended for dropshipping from Amazon.

Have a great day.

At a guess those affected may fall into two categories.

  • Dropshipping from China.
  • High fraud category.

The former are being penalized when their suppliers fail. There may also be something of an "eBay is easy" mindset that leads to ignoring problem situations.

The latter are the victims of their customers. "Gamers gonna game". If we sell into the "criminal" demographic (male 15-35) we will have more problems than with sewing patterns or woodcarving tools.

YMMV.

What INR policy that was "just" implemented? Hasn't INR policies been around here almost forever?

@iamalwaysright  this is a new policy that was just recently announced for global sellers who sell on the US .com site but are not located in US or Canada.

https://export.ebay.com/en/fees-and-payments/regulations/shipping-performance-policy-item-not-receiv...

What you need to know

Starting from July 24, 2023, eBay will launch the Shipping Performance Policy – Item Not Received Rate.

Sellers with a higher than market average “Item not received rate may be subject to a range of actions, such as eBay ending or removing your listings, enforcing buying or selling restrictions, adjusting your selling limits and/or suspending all relevant accounts.

Best practices

As a seller, shipping your items in a timely and reliable manner is crucial to provide buyers with a great shipping experience. Most of the time when something goes wrong, it is due to delays, inaccuracies, or lack of visibility related to the delivery of an item. You’re expected to follow these best practices:

● Ship items within your specified handling time

● Use reliable shipping providers that offer shipment tracking

● Manage inventory and keep items well stocked

● Charge reasonable shipping and handling costs

● Specify shipping costs and handling time in the listing

● Be helpful, friendly, and professional throughout a transaction

Evaluation metric

The "Item Not Received" or “INR” rate, namely, the percentage of transactions where a buyer reported that the item didn't arrive or was not available for collection.
