This is directly for eBay higher departments, who make the decisions on new policies and what not.
You do realise that this INR policy you just implemented will affect so many good sellers that do not deserve their accounts blocked.
You do realize that there are many shady buyers who just take advantage of tracking number delays and minor mistakes just to get freebies, right?
If I get INR cases open against me AND WIN THEM, how does that count as bad metrics?
What am I supposed to do when a customer just wants to get a free item and tries to scam me?
This policy is ANTI-SELLER.
Please reconsider your decision.

One of the best practices is "charge reasonable shipping" shipping will be a lot more expensive thanks to this new policy

There is always a risk for an INR incident to occur for all sellers. The customer can be a novice, crazy, or even malicious. An customer can also randomly open an INR case. In this case, the seller is unfairly punished. This is not fair. eBay must obtain a plea from the seller. Or, it should not include closed INR cases in this calculation. No eBay seller can manage their global shipping processes with 100% accuracy. A seller's fate should not be in the hands of a careless courier or a crazed, novice, or malicious buyer. This is very wrong... eBay needs to reverse this wrong decision as soon as possible. Otherwise, at least 80% of the sellers on ebay will be gone within 6 months. Because of these wrong decisions, eBay, like the telecommunications giant Nokia, started its downfall. Maybe you know. One year ago, eBay's Turkey subsidiary and Turkey page went bankrupt due to wrong decisions and mismanagement policies, and closed its page. eBay global can be like that too, and it could even cause eBay to go bankrupt.

I am eBay seller for 13 years, I have över 1500 selling and full postive 574 feedback.
eBay is making a big mistake somewhere. They even include INR cases closed by customers in the calculation. I have only 2 cases of INR in 105 transactions. 1 of them is already a novice customer. A few days after purchasing the product, he created an INR case saying "Item Not Delivered". The package has already reached him after 1-2 days and the customer has closed the INR case. My other package was also delivered to the client and the client closed the file. I currently do not have any open INR cases in my account. All my packages are trackable and with tracking number. I am an eBay seller for 13 years and have over 1500 sales and 574 full positive feedback. But eBay robots restricted my account despite this performance. Yes, eBay robots do this and eBay customer representatives cannot interfere with it. If this calculation is continued and these transactions are not corrected, 80% of the sellers on ebay will have their accounts restricted within 3 months at the latest and there will be no sellers on ebay. As I said, my account was restricted because of only 2 cases among 105 transactions. I really don't understand such behavior. In addition, the number of sellers whose accounts have been restricted has reached really high figures within 1 week. I understand this from social media and forum sites. Even Top Rated sellers have their accounts restricted. 8 of the customer representatives I spoke to stated that they could object to this after 30 days and that the restriction was temporary. 2 of them said that the restriction is permanent. They cannot even say exactly whether it is temporary or permanent.

My case - got suspended account because of high % of INR.
I am not located in US, and I dont dropship, I sell the stuff I produce.
All items that were shipped and got into INR report got delivered (total of 17 cases). Four were actually late because of the shipping company. 13 of them were late because US Customs office held them for one or two weeks. Per eBay policies (and all of the postal companies and carriers around the world policies) time spent in Customs office isnt counted towards transit time. Can anyone speed up the Customs? From what I know, not. And yet they count those cases in the metrics (although thy were closed in my favor). I mean, what???

The person who started this thread was drop shipping from another retailer and was suspended because that's a policy violation. Sorry to see you were suspended, as you appeared to be selling plumbing supplies of some type. Did you try contacting Facebook for business? They might be able to help you:

I agree. This decision is **bleep**ed and will cause more damage than fix things.
When you're dropshipping from Amazon, how do you provide a tracking number?

With all the drop shippers selling on eBay? I'm going to say there's nothing to worry about.
Unless.....you list things you don't have, and when something sells, you order it from somebody else, and have them ship it to your customer.

I see you are based in USA , have you tried to sell international without Ebay shipping program protection?
I do and always have, at one time (before shipping skyrocketed, taxes were collected in advance and exchange rates became more costly) over 60% of my sales were international (it's down to about 20% these days).
My historical numbers of INR reports (not even actual claims) was and still is less than 1 in 500 orders shipped.
These new(ish) dropshipping and inexperienced sellers are resulting in a lot of BUYERS dumping eBay and telling their friends how bad "eBay" is.
I hear the same excuses that poor quality US sellers use, "but I took care of my buyers with a refund" like that solves the issue and makes the buyer 100% happy (it DOES NOT).
When I ask people (buyers) if they use eBay many of them say "not any more" and it's always because of a very few bad experiences with sellers.
This new policy is long overdue, I hope that it's not too late to repair the damage that has been done.

I'm in Turkiye. I've been an eBay seller for 13 years. I don't dropshipping. Last rules are a really bad decision. Thousands of good sellers' accounts have been restricted due to this wrong decision and policy. At this rate, eBay won't be able to find a seller. We are no longer back in the days when eBay alone dominated the market 15 or 20 years ago. There are many alternatives to eBay. I love spending time and selling on eBay. That's why I'm on ebay. But now there are many alternative marketplaces. eBay is kidnapping sellers. I was also selling on eBay Turkiye (GittiGidiyor.com). eBay Türkiye was one of eBay's largest sites and markets. However, due to such wrong decisions and policies, eBay Turkiye site went bankrupt and closed. The same things are about to happen on eBay global. Such decisions taken in a time when competition is so intense, quickly remove the sellers who make up eBay's income from the site.

After 20 ears at ebay a top seller they restrected my account due to high INR. I did not knew that there is such a strict regulation ... almost everyday I receive claims from buyers that they have not received the products although according to the tracking number these were deliverd ... Also unclaimed at the postparcels return from buyers who open INR claims
Its very unfair Ebay to treat good sellers this way , When they lift the restrictions the 2700 ended listings will not appear anymore (3 months ) ...Ebay believes that I will do it manually in 2-3 years and who is going to stop all these sellers fraud or egnorant to stop opening claims without reason ???
I dont think that they will consider change their decision ..they just dont want us !!
