I agree, it does say that and on your Seller Dashboard it shows you when the evals happened for the month previous, the current month and for the schedule for the next month.
So your Service Metrics has been updated from the eval on 9/20. It may not be reading the way you want it to or expected it to read, but it has had the eval done.
And easy misunderstanding that sometimes happens with the service metrics, is that the detailed reports you can get on that screen will always read / contain every single INAD and INR that was filed on your account, no matter the reason or outcome. HOWEVER if Ebay has agreed to remove something for the purposes of the Service Metrics calculation you will see that the number on the detailed report is higher than the number that shows on the GRAPH.
In is the numbers in the GRAPH that we are eval'd with.
I have no idea why they do it this way, but they have since the start. So compare the two numbers and see if there is a difference. If there isn't, you need to take it up with Ebay again.
