I got an INR today on an item shipped to Australia (which according to Australia Post tracking was delivered earlier today).
Because I'm using a shipper and there's multiple carriers involved, I generally don't upload any tracking to the international orders because it confuses buyers and causes panic when something is showing as "delivered" when it's just changing carriers and moving on.
The buyer opened the INR pretty much immediately after receiving the item, so I know it's a scam.
I uploaded the tracking to the INR case, but when I go to the listing to see what the tracking says, it only says "tracking number provided". I know there's sometimes a delay with tracking updating on eBay, but am I completely screwed because I uploaded the tracking number after it was delivered? I seem to remember a poster here from years ago who used to never put tracking numbers of anything and when she'd get an INR she'd upload the tracking and the case would close out.
The tracking I uploaded was for Australia Post, which was the final leg of the journey to Australia.

Update - the tracking information now shows in the sales order and it shows delivered today (Aug 14).
How long before the eBay case closes? Is this something you can get closed by contacting CSR?
The tracking even has the buyer's town as the location of delivery. I totally feel it's a scam. The buyer contacted me a couple of days ago to ask for tracking information and I told them where their parcel was at, as per my shipper. I told the buyer it would be delivered yesterday or today since Australia Post sent me a notification to let me know the package was out for delivery.
Then as soon as they receive it, they open an INR. Smells like a scam, and I'm not giving up a $96 sale when tracking shows delivered. (When I saw the INR I figured it was another $5 banknote with ESE tracking... at least you can claim on those once you refund the buyer).

I think it's five days before ebay allows you to have them intervene. I don't think ebay CSR is supposed to bypass the five days despite it totally makes sense to, but you MIGHT get lucky and find a rogue CSR with common sense and close it out for you.

According to the customer service link someone shared to get a callback, it's 41 minutes, and I'll be asleep before they call back, so perhaps I'll try tomorrow. I have had them close it out for me early once before, but usually they tell me it will close out automatically (I guess 5 days). I don't like the idea of bots doing things, you never know when a bot might not agree with what you've inputted.

If all tracking is consolidated under an umbrella tracking number you should upload it go forward. As of December, eBay implemented "step" tracking where it shows transfers between carriers, etc.
Regarding the current INR, you should see a link to "ask eBay to step in" after 3 days.

Indeed it does. I was a little surprised to see it finally working as it should, because in the past year or two, I had gotten used to having to explain to freaked-out buyers why their international shipment had instead been showing as Delivered to someplace in Illinois.
