If a new eBayer wants to become established....they need feedback....and thus they purchase items for less than 2 bucks to get feedback from the sellers. And they also sell items dirt cheap.
I can't tell you how many buyers bought from me who have no feedback or are brand new to eBay.

If one is using "good" as a general value of functionality and ethics, I would say it doesn't matter. If an individual possesses these qualities they will be a good seller and/or a good buyer.

For myself, I would vote #2.
After spending a while finding out which items sell the best for me on my own eBay store, I enjoy browsing the latest listings of similar products being newly offered by others, in order to pick up some great deals for my own inventory.
Knowledge is power.
